ECOS-Ouverture
Description
The 1995-96 ECOS Ouverture that was implemented in Latvia had the objective of providing trainees with western knowledge and experience in administrative structure, organisation and management of local authority and local government finance and budget provision within the field of waster collection. This project was an extension of the 1994-95 ECOS Ouverture, which aimed at assisting with the implementation of reforms and a full transition to full democracy and a market oriented system.
